Consistent with applicable law, the city council shall have the right to delegate
and redelegate, and to revoke any such delegation or redelegation, from time to time,
any of its rights or obligations under this chapter to any body, organization or official.
Any such delegation, redelegation or revocation, no matter how often made, shall not
be deemed an amendment to this chapter or to require the consent of any applicant
for a franchise or revocable license or grantee. The city council may also establish
and appoint one or more advisory boards, with such duration and such number of members
as the city council shall determine, to advise it on such of the matters which are
the subject of this chapter.
