§ 46-36. Duties of chief of police.
The chief of police shall be answerable to the city manager provided that at any time there is a vacancy in the position of city manager, chief of police shall be answerable to the city council. In addition, to such other duties as provided, from time to time, by the city manager or city council, the chief of police shall:
(1)
Regularly attend meetings of the city council and any other meetings as directed by the council.
(2)
Execute all orders and directions of the city manager, or when the position of city manager is vacant, of the city council.
(3)
Abate or remove any nuisance when so directed by the city manager, or when the position of city manager is vacant, by the city council, upon order of the council.
(4)
Maintain the peace, good order and tranquility of the city by the enforcement of all municipal ordinances and state laws.
(5)
Place upon the municipal court docket the names of all persons violating any of the municipal ordinances and arrest and take into custody all persons who violate any of the city ordinances or state laws.
(6)
Under the direction of the city manager, or when the position of city manager is vacant, of the city council, be in charge of the police department and have supervision over the members thereof in the exercise of their powers, duties and authority and in hiring, discharging or suspending any members.
(7)
Should any arrested person be confined in the city jail to enter or cause to be entered the name of the person arrested, the date of arrest, and the name of the arresting officer or other person, on the station docket.
(8)
Post with the city a performance bond for the faithful performance of duties in an amount set by the city council payable to the city; all monies received by this officer while acting in the capacity of a law enforcement officer or while executing his administrative duties shall be paid over to the city clerk.

Serve all subpoenas and warrants of the municipal court.
(10)
Enforce attendance of all police officers at state mandated training.
(11)
Keep an accurate record of dates and hours of those attending the academy.
(12)
Require each officer to use the county firing range at least one time each year.
(13)
Keep an accurate record of the performance of each police officer, including the number of cases made by him.
(14)
Keep an accurate record of the condition of all police equipment.
(15)
Maintain perfect mechanical condition of police automobiles.
(16)
Maintain such number of full-time police officers as required by the city council.
(17)
Make such reports as the city council require.
(18)
Administer oaths to new police officers and others as may be directed by the city manager or mayor.
