§ 62-64. Placement, maintenance of containers, preparation of refuse
(a)
Placement. No person shall place any refuse in any street, alley, sidewalk or other public place, or upon any private property, whether owned by such person or not, within the city, unless it is placed in approved containers, for collection as authorized in this article or under express written approval by the city manager or his/her agent. All containers are supplied by the refuse pickup service selected by the city.
(b)
Maintenance of containers. Owners of single dwelling units shall store garbage, ashes and trash in containers which shall be provided by the refuse pickup service selected by the city and which shall at all times be maintained in a good state of repair. Each owner shall prevent the continued, excessive and unsightly accumulation or refuse upon the property occupied by him or any public place adjoining his property.
(c)
Preparation. Waste must first be placed into secured bags before being placed inside watertight containers. All bags must be of a type, size and material designed for waste storage and disposal. The bags shall be unbroken, securely sealed and placed in the container in a manner so that normal handling will not cause the bag to open. Waste may be placed in containers not over 50 pounds gross weight when placed for collection.
(d)
Place of collection.
(1)
Containers should be placed not more than 100 feet from the curb for manual removal. Residents which have a driveway length of more than 150 feet will be served by a pickup truck. The collector shall not pick up garbage within fences, enclosed carports or other enclosed areas. Disposable plastic bags meeting the requirements of subsection (d)(4) may be used to store solid waste in excess of that contained in the standard container. Such disposable bags shall be placed at curbside on the day of collection.

Containers shall be returned to their storage position by 9:00 p.m. on the day of collection.
(3)
Limbs up to four feet in length, not more than four inches in diameter and pile not to exceed 40 pounds in weight will be picked up if placed on the curb on pickup days. Maximum of one pile of limbs not to exceed the 40 pounds in weight per pickup day.
(4)
Grass clippings, pine straw, leaves and similar items will be picked up if placed on the curb on pickup day. The items must be secured in disposable bio-degradable paper or plastic bags of a type, size and material designed for yard waste storage and disposal. Disposable bags shall be unbroken and securely sealed and loaded in a manner that normal handling will not cause the bag to open. The limit is ten bags per pickup day.

Any unauthorized accumulation of solid waste on any premises is hereby declared to be a nuisance and is prohibited. Failure to remove any existing accumulation of solid waste within such reasonable time as may be fixed by written notice of the city manager shall be deemed a violation of this code.
