§ 74-31. Generally.

There shall be a system for the distribution of safe and pure water in the city and a system for the collection and disposal of waste. These systems and the functions necessary to effectuate same shall be the responsibility of the city council, which shall be authorized to employ such assistants and professional persons as may be necessary for this purpose.
