Article V. FACILITIES FOR CONGREGATION FOR COMMERCIAL ACTIVITY |
§ 22-284. Operating regulations.
(a)
No readmittance. Once a patron of a facility for the congregation for commercial purposes has paid admission and entered the building, that patron may not thereafter be readmitted to the building upon leaving that night.
(b)
Congregate outside premises prohibited. It shall be unlawful for a licensee under this article to allow, after a warning from any city official, any individuals to congregate upon its premises outside its building for any purpose unrelated to the operation of the facility for the congregation for commercial purposes.
(c)
Outside lighting required. All areas of the licensee's premises outside its building shall have sufficient lighting thereof so as to allow observers from the closest public right-of-way to observe activities taking place upon the premises outside its building.
(d)
Count of individuals in building. All licensees shall maintain a current and accurate count of the number of individuals in its building at all times.
(e)
Security officers. All licensees shall maintain at least one security officer for each 150 patrons within its building; provided, however, that the chief of police may reduce or increase this requirement based upon past experience with the operation of the licensee's business, its ability to control the crowd that may patronize its premises, and other public safety criteria.
(f)
No admission fee or denial of admission for individuals retrieving children. No facility for the congregation for commercial purposes may charge an admission fee or other charge, nor shall it deny admission, to any individual entering its premises for the purpose of retrieving his child or children.
