§ 3-17. Abstention.

Any member of the governing authority who has an interest that said member has reason to believe may be affected by such member's acts or actions or by the official acts or actions of the city shall:
(1)

Disclose that interest in accordance with this chapter, section 3-9; and

(2)

Shall abstain from participating in such official acts or actions affected thereby.

The interest shall be disclosed by such member of the governing authority prior to there being taken any official act or actions.
