§ 42-31. Purpose.

This article is enacted to protect the public health, safety and welfare, and more specifically for the purpose of requiring the maintenance of property, sidewalks and rights-of-way to: retain property values; protect the general environment and appearance of neighborhoods, residential complexes and commercial and industrial areas; and ensure safe and sanitary conditions in the city.
