Chapter 50. OFFENSES AND MISCELLANEOUS PROVISIONS |
Article I. IN GENERAL |
§ 50-5. Disorderly conduct.
It shall be unlawful for any person within the city to disturb or endanger the public safety, morality or decency by any disorderly conduct as described in this section:
(1)
Any act of violent or tumultuous manner committed toward another whereby any reasonable person would be placed in fear of safety of his life, limb or health.
(2)
Any act of a violent or tumultuous manner committed toward another whereby the property of any person is placed in serious danger of being destroyed or damaged.
(3)
Any act of causing, provoking or engaging in any fight, brawl or riotous conduct so as to endanger the life, limb, health or property of another.
(4)
Any act of using fighting words directed towards any person who becomes outraged and thus creates a turmoil.
(5)
Any act of violence interfering with another's pursuit of a lawful occupation.
(6)
Any act of congregating with another or others in or on any public way so as to halt the flow of vehicular or pedestrian traffic and refusing to clear such public way when ordered by the city police or other lawful authority.
(7)
Any act of disrupting, by excessive noise or disorderly actions, the undisturbed activities of any institution of learning, house of worship, or any hospital.
(8)
Any act of indecency tending to debase the morals of any of the citizens.
(9)
Any act of appearing in an intoxicated condition or under the influence of narcotic drugs in any public place or in the curtilage of any private residence not one's own, other than by invitation of the owner or lawful occupant, which condition is made manifest by boisterousness, by indecent condition or act, or by vulgar, profane, loud or unbecoming language.
(10)
Any act of using obscene, vulgar or profane language in the hearing of others or of engaging in a loud and violent discourse.
(11)
Any act of entering upon the private premises of another for the purpose of spying upon or invading the privacy of the persons spied upon and the doing of any other acts of a similar nature which invade the privacy of such persons.
(12)
Any act of assembling, congregating or joining with another or others for the purposes of or with the intent of playing for or obtaining money or any other valuable thing by means of any fraudulent scheme, device, trick or anything of whatever name, kind or description usually classified as gaming, including, but not limited to, games played with cards, dice or balls.
(13)
Any act of gathering, or congregating in or about any place where gaming or illegal sale or possession of alcoholic beverages or narcotics or dangerous drugs is practiced, allowed, or tolerated, for the purpose or intent to engage in gaming or the purchase, use, possession, or consumption of said illegal drugs, narcotics, or alcoholic beverages;
(14)
Any other act which is manifestly disorderly and tends to disturb other persons anywhere in the city.
