  • The city council finds that use of telephonic alarm systems constitute a hazard to public safety in that:

    (1)

    Unscreened calls result in an abnormally high percentage of false alarms which require diversion of fire department personnel from legitimate calls, and lower overall response time; and

    (2)

    By repeatedly dialing the fire department, such calls clog the department switchboard and prevent or delay city receipt of calls from elsewhere in the city.
