§ 66-57. When permit required; commercial purpose prohibited; interference prohibited.
(a)
When permit required.
(1)
No person or organization shall conduct a parade, motorcade or special event within the city or knowingly participate in any such parade, motorcade or special event unless and until a permit to conduct such parade, motorcade or special event has been obtained from the city manager, or, as hereinafter provided, from the city council.
(2)
Private social gatherings, neighborhood block parties and neighborhood parades conducted primarily on subdivision streets within the neighborhood and which will make only limited use of other city streets are not included in these definitions. However, no such event shall be held unless and until an exemption letter for such event has been obtained from the city manager or his/her designee. No fee shall be charged for an exemption letter.
(b)
Commercial purpose prohibited. No permit shall be issued authorizing the conduct of a parade, motorcade or special event which the city finds is to be held for the primary purpose of advertising any product, goods, wares, merchandise or event and is designed to be held primarily for private profit. Otherwise, permits shall be issued on a nondiscriminatory basis.
(c)
Interference prohibited. No person shall knowingly join or participate in any parade, motorcade or special event conducted without a valid permit or under permit from the city manager in violation of any of the terms of the permit, nor knowingly join in or participate in any permitted parade, motorcade or special event without the consent or over the objection of the permittee nor in any manner interfere with its progress or orderly conduct.
