§ 2-201. Definitions.

  • The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Bid means any proposal submitted in a competitive bidding process to the City of Riverdale in an attempt by the vendor to secure the award of a contract with the city for the purchase of materials or services.

    Company means any natural person, corporation, partnership or other entity that submits a competitive bid for the award of a contract with the city through a competitive bidding process.

    Joint bid means a single competitive bid submitted jointly by more than one company.

    Local preference program means the process by which an additional percentage of points in the competitive bidding process are awarded to the bids of certain companies with ties to the Riverdale, Clayton County and Georgia communities.

    Local preference bonus means the additional points added to the score of an initial competitive bid based upon a percentage of the score due to appropriate ties to the local community, defined herein.

    Materials means all items or physical objects purchased or leased by the City of Riverdale for use in any capacity.

    Preliminary score means the score the City of Riverdale initially awards to a competitive bid of a vendor after considering all relevant factors but before adding any additional percentage under the local preference program.

    Services means all services rendered to the City of Riverdale in any capacity in exchange for payment.

    Total score means the score the City of Riverdale ultimately awards to a competitive bid of a vendor after adjusting the preliminary score based on any local preference bonus for which the company submitting the bid is eligible.
