All persons or businesses that collect, transport or dispose of refuse from commercial,
industrial or multi-family property in the city shall, before entering into any contract
for such service, apply for and obtain a city occupation tax permit. All such persons
shall conduct their activities in full compliance with state laws and regulations
and city ordinances regulating the collection, transportation or disposal of such
waste and, upon failure to do so, in addition to prosecution for such violations in
the appropriate court, shall be subject to revocation of their occupation tax permit
following notice and opportunity to be heard.
